ECO Grants & Schemes; What is ECO?

ECO is a government energy efficiency scheme available throughout the country designed and put together to help reduce carbon emissions and reduce fuel poverty qnd to help us all to keep our homes warmer and more comfortable.

Under the current scheme, the funding is raised by a tax that is added to our fuel bills, we are all paying for it irrespective of whether we choose to take advantage of what is available.

Their is a target that must be achieved based on how much carbon can be saved from certain areas or classifications under each phase of the scheme.

The scheme focuses on the installation of insulation and heating measures and improvements; elements of the schemes are available to all householders with specific schemes aimed at lower income homes and homes in certain areas and  consumer groups; there are however parts of the scheme that are available to all householders of all income groups with the eligibility criteria based on the properties existing energy efficiency levels and as such there is no requirement to be over a certain age or to be receiving benefits to get improvements carried out, this includes free and fully funded improvements for various initiatives.

The main requirements and obligations of the schemes are as follows;

1. Carbon Emissions Reduction Obligation (CERO)Under CERO, obligated suppliers and funders must promote ‘primary measures’, including roof and wall insulation and connections to district heating systems.

2. Carbon Saving Community Obligation (CSCO); Under CSCO, obligated suppliers and funders must promote insulation measures and connections to district heating systems in areas of low income. The CSCO target has a sub-obligation which states that at least 15% of a supplier’s and funders CSCO must be achieved by promoting measures to low income and vulnerable households in rural areas or deprived rural areas.

3. Home Heating Cost Reduction Obligation (HHCRO); Under HHCRO, obligated suppliers and funders must promote measures which improve the ability of low income and vulnerable households (the ‘affordable warmth group’) to heat their homes. This includes actions that result in heating savings, such as the replacement or repair of a boiler.

The grants and funding for energy efficiency improvements have been available for many years; whilst available funding and the schemes themselves may change and are always available subject to availability and qualification, are likely to continue.
